Head up to the propeller, find the Turbine Repair Plan near the crates, scan the propeller with the Bioscanner, then repair with the Habitat Builder using 10x Titanium Ingot, 10x Strontium, 10x Mangalloy Ingot, 10x Troilite. Restart the Power Plant to power the Alien Base.
